Synopsis:
When the Ministry of Foreign Affairs seeks to recruit him, Enforcer Sugou recalls the incident that led to him becoming a latent criminal.

Impressions:
I wasn't expecting a whole movie (even if it's just an hour long) to explore Sugou's backstory. This is a significant improvement over the previous film. Most of it is set before Season 1, and we get a lot of screentime for Masaoka and Aoyanagi, which I like quite a bit. We delve into the dirty dealings of the military, which is an area we haven't really explored in the series up until now. This film nicely fleshes out Sugou's character, enough to offset the really bad first impression we get of him in the main series. This is definitely worth a watch.
